Update pov-setup.py: add error handling and helper wrappers

  • Wrap every HTTP call in a http_request() helper with timeout, connection/SSL/timeout exception handling, and expected-status assertions that print the labeled step and response body on failure
  • Validate the loaded YAML config up front against a required-keys schema instead of KeyError'ing mid-provision
  • Require --config when not exporting a sample instead of crashing on open(None)
  • Guard every response.json() call so a non-JSON body reports the step rather than raising ValueError from deep inside the flow
  • Replace bare except: blocks around file I/O, ISO creation, and YAML parsing with specific exception classes and useful messages
  • Fail with a clear message if the OCI Pack Registry, Tenant Admin role, or created registration token can't be located, instead of silently continuing with an undefined variable
  • Verified all 19 v1 API paths are still current against the Palette API docs; no endpoint changes were needed
