pov-setup: match the existing cluster profile on name AND version
The profile lookup matched on name only. With overwrite-cluster-profile: true, pov-setup deleted whichever version of the profile it found first, and once a cluster used that version the delete failed with DeletionResourceInUseError (vertex-auto-deploy pipeline #1410, issue claude-ai/vertex-auto-deploy#2).
Now only a profile with the same name and spec.version as the profile JSON is overwritten (or skipped when overwrite is false). A new version is imported next to the existing ones.
Tested from source against the VerteX at 10.10.45.38 (profile quickstart 1.35.8 + 1.35.8-1, both in use or in place):
- JSON at 1.35.8-2 with overwrite on: imported next to them, run completes.
- Same again: 1.35.8-2 deleted and re-imported (new uid), run completes.
- Test profile 1.35.8-2 deleted afterwards.
